Vanessa Rodriguez
Vanessa Rodriguez is an Office Supervisor for the City of Jersey City and has been recognized in the International Code Council’s Member Spotlight for her dedication to advancing building safety and community engagement. As the first female building inspector in Jersey City, Vanessa has broken barriers and set a powerful example in the industry.
She currently serves on the governing committee for the Emerging Leaders Membership Council and has held board positions with Women in Code Enforcement Development. Vanessa is also an adjunct instructor andTechnical Assistant to the Construction Official, where she shares her expertise and mentors future professionals.

She is a Certified Public Manager through Arizona State University and a Certified Municipal Clerk via the International Institute of Municipal Clerks. Erica previously served as the Assistant City Clerk for the City of Chandler, and her expertise spans government management, facilitation, leadership, and program development. Her dedication to building strong, safe, and vibrant communities makes her an influential voice in public service and community development.

Kimberly Norman-Rosedam is the Chief Building Official and ADA Coordinator for the Town of Guilford, Connecticut, where she champions building code compliance, accessibility, and community safety. With over a decade of public service and regulatory enforcement experience, Kimberly is dedicated to ensuring that all residential and commercial developments meet the highest standards of safety, equity, and accessibility.
In her role, she oversees plan reviews, site inspections, and code interpretations aligned with the 2022 Connecticut State Building Code and the 2017 Connecticut State Accessibility Code. A trusted liaison between government officials, developers, engineers, and the public, Kimberly is committed to fostering inclusive, safe, and well-designed communities.
Recognized as a subject matter expert, she frequently collaborates with state agencies and local boards, providing guidance on complex zoning, ADA compliance, and construction standards. Known for her clear communication, fairness, and expertise, Kimberly is also passionate about mentoring and public education initiatives that promote accessible design and community well-being.

Kimberly Norman-Rosedam
Jayme Richins is the Neighborhood Preservation Supervisor for the City of Chandler, Arizona, overseeing a team of five residential inspectors. With over 12 years of dedicated experience in code enforcement, Jayme’s career began in 2011 as an Animal Control Officer and Code Inspector for the Town of Miami, AZ. Since joining Chandler in 2015, she has advanced through various roles, from residential inspector to commercial inspector, lead inspector, and now her current leadership position.
A passionate advocate for neighborhood preservation, education, and community engagement, Jayme is dedicated to training and mentoring the next generation of code enforcement professionals. She pioneered the formal training process for new hires and co-trains upcoming inspectors, exemplifying her commitment to excellence and growth within the department.
Jayme holds a bachelor’s degree in business with a management certificate, is a Certified Zoning Inspector through ICC, and has completed the Arizona Code Enforcement Association’s Level 1 and 2 Academy, as well as the AGTS Supervisor’s Academy. Her love for public speaking, training, and connecting with others makes her a powerful voice in community preservation and education.
Outside of work, Jayme is married to her husband Jacob, and together they raise their seven children on a small farm, sharing their home with dogs, cats, horses, cows, pigs, chickens, ducks, turkeys, snakes, leopard geckos, crested geckos, and bearded dragons.
